A key member of the Postal Service’s leadership board is urging the agency to slow down its network modernization plans due to ongoing mail delays in regions undergoing these changes. Ron Stroman, a USPS Board of Governors member and former deputy postmaster general, emphasized the need to pause new network changes until service meets targets for 2024.

Stroman’s call comes after 26 senators penned a letter to Postmaster General Louis DeJoy and the USPS board, requesting a halt to network modernization changes until an independent regulator evaluates the plan. The USPS is transitioning to a “hub and spoke system” as part of its 10-year reform plan, consolidating regional mail processing operations into larger hubs. While this aims to improve efficiency and reduce the agency’s carbon footprint, Stroman highlighted the increased risk of delays with fewer, longer delivery routes.

DeJoy acknowledged service issues in Atlanta, Houston, and Richmond, attributing them to the network changes. Despite these challenges, he emphasized the importance of the modernization plan in ensuring the Postal Service’s long-term viability. Under the Delivering for America plan, USPS reduced projected operating losses by $15 billion, with a focus on sustainable revenue growth and cost management.

The USPS is also advancing its environmental efforts, with plans to introduce a significant electric vehicle fleet. The agency aims to acquire 27,000 new vehicles this year, including 10,000 electric ones. Additionally, USPS intends to purchase over 106,000 new vehicles in the coming years, with 62% being electric.

In the second quarter of fiscal 2024, USPS reported a $1.5 billion net loss, a decrease from the previous year. Despite challenges, the agency is striving to boost revenue growth and enhance operational efficiency to achieve long-term financial stability.

As the USPS navigates through network changes and operational challenges, stakeholders are optimistic about the agency’s prospects for improved service and financial health in the future.
