Trade Minister Piyush Goyal recently proposed a border adjustment tax (BAT) to protect India’s steel industry from cheap imports. Speaking at a steel conclave, he emphasized the need for this tax to level the playing field, as Indian producers face higher costs due to local taxes. However, some experts suggest that BAT might only slightly raise import prices and may not provide adequate relief. They recommend exploring options like increasing customs duties or extending export benefits under the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme. Goyal also urged the industry to aim for 500 million tonnes of steel production in the next decade and incorporate AI for more efficient and sustainable practices.

Indian Trade Minister Piyush Goyal has put forth an interesting proposal aimed at bolstering the domestic steel industry. Speaking at a recent steel conclave, he suggested introducing a border adjustment tax (BAT). This idea is significant as it comes in response to the steel industry’s concerns about imports being sold at unfairly low prices. The minister emphasized that a BAT is a compliant mechanism with World Trade Organization (WTO) rules, and if various industry bodies such as CII, FICCI, and ASSOCHAM support it, the initiative could gain traction.

The main purpose of the BAT is to create a level playing field between Indian steel producers, who face various taxes like coal cess and iron ore duties, and imported steel, which is sometimes cheaper due to the absence of similar taxes in exporting countries. However, some experts question whether the BAT would provide enough relief, suggesting that increasing basic customs duties or anti-dumping measures could be more effective.

During his address, Goyal also encouraged the steel industry to aim for ambitious production targets, proposing a goal of 500 million tonnes over the next decade, while the current aim is 300 million tonnes by 2030. He urged the industry to innovate in reducing carbon emissions and improve productivity, mentioning the potential of artificial intelligence to optimize production and minimize waste.

While Goyal’s ideas have sparked discussions, challenges remain. He noted that the government could not yet extend benefits from the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme to the steel sector due to funding shortages, highlighting the complexities facing the industry.

With these developments, the Indian steel sector is at a crucial juncture, balancing the need for protective measures while pushing for growth and sustainability.
