Pennsylvania House Moves Forward with Online Data Privacy and Cryptocurrency Legislation for Enhanced Consumer Protection

A Pennsylvania House committee has recently approved a consumer data privacy bill, known as HB78, which aims to regulate how companies handle personal information collected from online activities. While the bill received unanimous approval, some committee members anticipate potential amendments before it reaches a final House vote. This bipartisan legislation follows a model used by 17 other states but has been criticized by consumer advocates for being too lenient. Unlike states like California and Maryland, which have stricter protections, this bill does not place the burden on companies to limit data collection. Meanwhile, lawmakers are also considering regulations on cryptocurrency transfers to ensure proper licensing for businesses involved in this space.

In a significant development for consumer data protection, a Pennsylvania House committee has unanimously approved a new bill aimed at regulating how companies handle personal data. The proposed legislation, known as HB78, sets forth guidelines on the collection, storage, and sale of data based on users’ online activities. This step aligns with national trends as 17 other states have enacted similar, business-friendly laws.

Despite the unanimous approval, committee members, particularly Republicans, signaled that changes may be proposed before the final House vote. Representative John Lawrence, the committee’s minority chair, emphasized the need for a balance between effective regulations and protecting businesses from excessive oversight. “We want to respect the fact that people are entitled to be secure and safe with their own data privacy,” Lawrence stated.

The bill comes after a previous attempt to advance it failed to gain traction in the Senate during the last session. Supporters of HB78, including Representatives Ed Neilson and Stephenie Scialabba, are eager for its speedy passage to prevent delays during budget negotiations this summer. While the proposed legislation marks progress, consumer advocates have argued that it lacks the robust protections seen in states like California and Maryland, which impose stricter limits on data collection practices.

As Pennsylvania moves forward with this bill, the ongoing debate highlights the challenges of regulating consumer data privacy in a rapidly evolving digital landscape.
