Senior advocate and Rajya Sabha MP Kapil Sibal has drawn attention to the poor working conditions faced by district court judges in India. Speaking at the ‘National Conference of the District Judiciary,’ he emphasized that inadequate salaries and infrastructure hinder the justice delivery system’s effectiveness. Sibal described how judges struggle with overwhelming caseloads and lack essential resources, negatively impacting the quality of justice. He highlighted the importance of liberty in democracy, stating that improvements are crucial for a fair judicial process. Sibal called for urgent reforms to support judges and strengthen the judicial framework, stating that a robust district judiciary is vital for public trust in the legal system.



Kapil Sibal Highlights Challenges Faced by District Court Judges

In a recent speech at the National Conference of the District Judiciary, Rajya Sabha MP Kapil Sibal emphasized the troubling conditions in which district court judges operate. Speaking to an audience that included Prime Minister Narendra Modi, Sibal highlighted the urgent need for improvements in both salary and infrastructure for these judges, stating that without these changes, the quality of justice in India will continue to decline.

Sibal, who is also the President of the Supreme Court Bar Association, expressed deep concern about how trial courts are hesitant to grant bail in serious cases. He described this reluctance as a sign of the systemic issues facing the judiciary. Highlighting the importance of personal liberty, Sibal quoted Chief Justice DY Chandrachud, noting that the burden of bail applications has shifted to the Supreme Court due to lower courts’ reluctance to grant bail.

During his address, Sibal argued that the weak foundation of the district courts—characterized by poor working conditions—puts the entire judicial system at risk. Many talented young legal professionals are deterred from joining the district judiciary because of these unfavorable conditions. Sibal pointed out the lack of proper courtrooms, office facilities, and adequate salaries, saying that these deficiencies impact the judges’ ability to deliver justice effectively.

He urged immediate attention to these persistent issues, including pension reforms, promotion opportunities, and the need for judicial officers to feel confident and secure in their roles. Sibal underscored the vital role that district judges play in the justice system, calling them the “spinal cord” of this system.

Attorney General R. Venkataramani also spoke at the conference, advocating for the establishment of a National District Judiciary Capacity Building Commission to address these concerns more systematically. Bar Council Chairman Manan Kumar Mishra stressed that judicial services should be viewed as prestigious and vital for upholding public trust.

As Sibal concluded his address, he highlighted that timely resolution of cases is crucial not just for the judiciary but for the millions who rely on it for justice.

This conference has sparked renewed discussions about the pressing need to reform and support district courts, ensuring that the foundation of India’s democracy remains strong.
